Doha, June 16 (QNA) - HE the Deputy Prime Minister and Minister of Energy and Industry Abdullah bin Hamad Al-Attiyah presided over the cabinet weekly regular session held today at the Emiri Diwan. After the meeting HE the Minister of State for Cabinet Affairs Sheikh Nasser bin Mohamed bin Abdul Aziz Al-Thani stated the following:
The cabinet discussed topics tabled on the agenda and took the following decisions:
First: - took necessary measures for the issuance of the following draft laws after reviewing the Advisory Council's recommendation on the draft laws.
a- Draft law amending some provisions of law No. 18 of 2005 on the state award for children's literature
b- A draft law amending some provisions of the law regulating tenders and biddings issued by law No. 26 of 2005.
Second: Approved the following:
a- a draft law on the issuance of electronic commercial exchanges.
b- a draft decree organizing the central municipal council's electoral system.
c- a draft law organizing the National Human Rights Committee.
d- a draft law amending some provisions of law No. 13 of 2009 on the contribution of some companies in the support of social and sport activities.
Third: Approved the following:
a- A draft Emiri decision organizing Ahmed bin Mohamed Military College.
b- A draft Emiri decision on the jurisdiction of the Ministry of Environment regarding specifications, measures and quality.
c- A draft Emiri decision amending some provisions of decision No. 57 of 2009 organizing Qatar Aviation Sciences College.
Fourth: Approved:
a- A draft Cabinet resolution amending some provisions of decision No. 10 of 2007 establishing the Aviation Security National Committee.
b- A draft Cabinet resolution establishing the grievances and indemnities committee at the Ministry of Municipality and Urban Planning.
c- A draft Cabinet resolution setting charges of ships, certificates and licenses.
d- Draft Cabinet resolutions amending the organizing of administrative units in some ministries and government organs.
Fifth: Approved the following:
a- A draft decision of the Minister of Economy and Finance issuing the executive regulations of the income tax issued by law No. 21 of 2009.
b- A draft decision of the Minister of Economy and Finance on the rules of evidence of imported goods origin.
c - A draft decision of the Minister of Business and Trade pricing vegetables and fruits and defining their sale mechanisms.
d - A draft decision of the Minister of Business and Trade defining data for the establishment of Limited Liability Company (LLC).
e - A draft decision of the Minister of Business and Trade issuing an arrest form for the offenses stipulated in the Commercial Company Law No. 5 of 2002.
f- A draft decision of the Minister of Business and Trade on licensing requirements, the foundation, regulations and rules for the sale of commercial stores goods at public auction.
g - A draft resolution of the board of Directors of Qatar Financial Markets Authority (QFMA) issuing regulations of the settlement by arbitration of disputes arising from transactions related to securities.
h - Draft ministerial resolutions establishing sections at administrative units of some ministries, government organs and public authorities.
Sixth: The Cabinet reviewed the following topics and took appropriate decisions:
a - A letter by the General Civil Aviation Authority on the fifth report on the results of the National Civil Aviation Security Committee.
b- A letter by the General Secretariat for Development Planning (GSDP) on Qatar's project for the exchange of statistical information.
c- A letter by HE the Minister of State for International Cooperation on development assistance provided by the State of Qatar from 2005 to 2009.
d - A letter by the Minister of Education and Higher Education and Secretary General of the Supreme Education Council (SEC) proposing the transfer of the affiliation of some of the Supreme Education Council units to other government bodies.
e - A draft law on retirement and social insurance.
Seventh: Approved the following:
a- A draft agreement on the avoidance of dual taxation and the prevention of financial evasion with regard to the income tax and capital profits between the governments of the State of Qatar and the Republic of Austria and its annexed draft protocol.
b- A draft air transport agreements between the governments of the State of Qatar and the Republic of Singapore
c- A draft Memorandum of Understanding for cooperation in the health sector between the governments of the State of Qatar and the Republic of Ukraine.
d- A draft Memorandum of Understanding for cooperation in the tourism sector between the governments of the State of Qatar and the Republic of Korea.
e- A Memorandum of Understanding for cooperation in the education sector between the governments of the State of Qatar and the State of Bosnia-Herzegovina.
f- A draft Memorandum of Understanding for cooperation in the exchange of financial information related to money laundering and the financing of terrorism between the governments of the State of Qatar and the Republic of Mauritius.
g- The draft fifth executive programme of the cultural and artistic agreement between governments of the State of Qatar and the Kingdom of Morocco for scholastic years 2010/2011 - 2011/2012 - 2012/2013.
Eighth: Took the necessary procedures for the endorsement of:
a- An agreement on the employment of labours in the State of Qatar between the governments of the State of Qatar and the Lebanese Republic.
b- The security agreement between the governments of the State of Qatar and the Lebanese Republic.
c- An agreement in the legal field between the Ministry of Justice in the State of Qatar and the Ministry of Justice in the Lebanese Republic.
d- A memorandum of Understanding for cooperation in the tourism sector between the governments of the State of Qatar and the Lebanese Republic.
e- A Memorandum of Understanding for cooperation in the field of radio and television between the governments of the State of Qatar and the Lebanese Republic.
f- An agreement on encouragement and reciprocal protection between the governments of the State of Qatar and the Lebanese Republic. (END) |
